Creates the Automobile Dealers' License Task Force to study licensing and oversight of non-traditional automobile dealers operating in Illinois.

Task Force consists of nine members including the Secretary of State (Chair), four General Assembly members appointed by legislative leaders, Director of Department of Revenue, Director of Illinois State Police, Illinois Attorney General, and a representative from the Illinois Automobile Dealers Association.

Secretary of State shall provide staff and administrative support to the Task Force.

Task Force must meet at least three times and submit findings to the General Assembly on or before December 31, 2018.

Task Force is dissolved after submitting its findings to the General Assembly.
