Designates the overpass at 200 North Road crossing I-57 south of Paxton as the "McCarter-Caisse-Vice-Hale Memorial Overpass" to honor law enforcement and civilian victims.

Commemorates Illinois State Police Trooper Michael McCarter, Paxton Police Patrolman William Caisse, and civilian Donald Vice, who were killed in a shooting on April 7, 1979, following a traffic stop on I-57.

Honors Paxton Police Officer Larry C. Hale, who was wounded in the same incident but survived after returning fire and killing the suspect.

Requests the Illinois Department of Transportation to erect appropriate plaques or signs at suitable locations identifying the memorial overpass in accordance with state and federal regulations.

Directs that copies of the resolution be presented to the families of the deceased officers and civilian, the surviving officer, and relevant state police and transportation departments.
