Creates Task Force on Modes of School Transportation for Elementary and Secondary Education consisting of 21 members including the State Superintendent of Education (Chair), four state officials, four General Assembly members appointed by legislative leadership, and representatives from school boards, teachers, administrators, contractors, and various school district associations.

Task Force shall conduct thorough review of existing state and federal law regarding transportation modes for elementary and secondary students and develop concise, consistent information about legal transportation methods for distribution by the State Board of Education, Department of Transportation, and Secretary of State.

Task Force shall address vehicle types and required equipment, allowed purposes and limits of transportation by vehicle type, driver's license requirements, and licensing and inspection requirements for drivers and vehicles.

Task Force shall make recommendations to the State Board of Education and General Assembly regarding safe transportation of elementary and secondary students and seek input from stakeholders and the public.

Task Force members serve without compensation with State Board of Education providing administrative support; Task Force must meet minimum 4 times before December 15, 2017 and submit legislative and administrative recommendations by that date before dissolving.
