Establishes a Kindergarten Transitions Advisory Committee through collaboration between the P-20 Council and Early Learning Council to review best practices for kindergarten transitions.

Committee shall consist of diverse stakeholders appointed by the P-20 Council Chair, including representatives from state agencies, early childhood advocacy organizations, education professional associations, and General Assembly members.

Committee must submit a report by September 29, 2018 to the Governor and General Assembly with recommendations for legislation addressing K-12 and early childhood partnerships, professional development, data sharing, family engagement, and dual language learner support.

Recommended legislation should encourage voluntary best practices without imposing burdensome requirements on school districts, and should define capacity needs and potential incentives for implementation.

Committee dissolves upon submission of its report, with the P-20 and Early Learning Councils required to post the resolution and report to their websites.
