Creates the Illinois Legislative Blockchain and Distributed Ledger Task Force to study how state, county, and municipal governments can benefit from blockchain technology for recordkeeping and service delivery.

Task Force consists of 17 members appointed by legislative leaders (4), Cook County officials (2), and various state agencies including Innovation and Technology, Banking, Secretary of State, Commerce and Economic Opportunity, Insurance, and Financial and Professional Regulation (11).

Members serve without compensation; Task Force may employ skilled experts with Co-Chairperson approval and must receive cooperation from state agencies; quorum requires a majority of members.

Task Force must research opportunities and risks of blockchain technology, different types of blockchains, projects in other states and nations, modifications to state law for paperless recordkeeping, public key infrastructure and digital signatures, and reports from the Illinois Blockchain Initiative.

Task Force must present findings and recommendations to the General Assembly in a report by January 1, 2018; initial meeting must occur within 90 days of resolution adoption.
