Urges U.S. Congress to pass legislation similar to Glass-Steagall Act proposals from the 114th Congress (HR 381 and S.B. 1709) to restore separation of investment and commercial banking, which was law for 66 years before the 2008 financial crisis.

Calls for establishing a national banking and federal credit system modeled on Alexander Hamilton's First Bank of the United States and Franklin D. Roosevelt's Reconstruction Finance Corporation to finance infrastructure programs.

Directs federal credit system to fund development of high-speed rail networks, power generating systems, water projects in the Southwest, and other modern infrastructure throughout the nation.

Proposes rebuilding the U.S. space program including industrial development of the moon, solar system exploration, and launching a crash program to develop fusion power as a long-term energy solution.

Requires copies of the resolution be delivered to the Speaker of the House, Senate Majority Leader, and members of the Illinois Congressional Delegation.
