Creates the International Cybersecurity Task Force within the Illinois Commerce Commission to address cyberattack vulnerabilities in critical infrastructure following the May 2017 WannaCry ransomware attack.

Task Force must review the December 29, 2016 U.S. Department of Homeland Security and Federal Bureau of Investigation report titled "Grizzly Steppe - Russian Malicious Cyber Activity" and develop strategies to implement or reject its recommendations.

Requires Task Force to make recommendations to Midcontinent Independent System Operator and PJM Interconnection LLP regarding protection of Illinois businesses and consumers from cyberattacks.

Membership consists of 40 members including representatives from electricity suppliers, natural gas suppliers, water suppliers, power industries (nuclear, wind, solar), telecommunications, hospitals, business organizations, civil liberties groups, Illinois Commerce Commission, and mayors from major Illinois cities and regions, plus state legislators from both parties.

Task Force members serve without compensation and must submit a final report to the General Assembly by December 31, 2018, after which the Task Force will be dissolved.
