Directs the Auditor General to conduct a performance audit of Illinois's decision to enter into a five-year, $2.4 million lease for property at 2410 South Grand Ave. East, Springfield, for the Department of Human Services.

Audit must examine justification for the space request, consideration of renovating existing space, availability of other state-owned or leased properties, cost-benefit analysis of purchasing versus leasing, and cost-benefit analysis of digitizing records versus maintaining hard copies.

Audit must investigate the Procurement Policy Board's review role and conflict-of-interest procedures, identify personnel involved in procurement, examine the process and timeline for procurement advertising, and determine whether only one bid was received.

Directs the Department of Central Management Services and all relevant state agencies to immediately suspend drafting, negotiating, and signing any new real property leases until the audit concludes.

Requires the Auditor General to report findings and recommendations according to the Illinois State Auditing Act, with audit conclusion deemed complete only after the Legislative Audit Commission reviews findings in public meeting and the General Assembly has time to act on recommendations.
