Corporal Young joined the Army in 2004, served in Korea, and completed two deployments to Afghanistan, with his second tour beginning in early June 2010; he was posthumously promoted to corporal

Requests the Illinois Department of Transportation erect plaques or signs at suitable locations along Route 4 identifying it as the memorial highway, consistent with state and federal regulations

Directs copies of the resolution be sent to Corporal Young's family, Chatham Village President Dave Kimsey, and the Secretary of Transportation
