Designates a segment of Illinois Route 121 in Cumberland County between CR 1450 East and CR 1600 East as the "SPC Michael Flood Memorial Highway"

Honors Specialist 4 Michael Harold Flood, born October 1, 1948 in Effingham, who was killed in action on April 4, 1969 while serving as a combat medic with Company B, 1st Battalion, 506th Infantry, 101st Airborne Division

Recognizes that SPC Flood died providing medical aid to wounded soldiers during a routine patrol outside a firebase above the Ashau Valley in Vietnam and was posthumously awarded the Silver Star and Bronze Star

Requests the Illinois Department of Transportation erect plaques or signs at suitable locations identifying the roadway as the "SPC Michael Flood Memorial Highway"

Directs that copies of the resolution be presented to the Flood family and the Secretary of Transportation
