Urges the Department of Human Services and Cook County to enter into all allowable Redeploy Illinois agreements under P.A. 98-0060 to serve at-risk youth ages 13-18 in their home communities.

Redeploy Illinois provides community-based services including case management, counseling, and crisis intervention as alternatives to Department of Juvenile Justice commitment, costing approximately 6% of incarceration expenses.

In 2013, the program served 352 youth at $6,776 per youth compared to $111,000 per youth for Department of Juvenile Justice incarceration, saving taxpayers nearly $11.7 million in 2012 alone.

Program reduced overall Department of Juvenile Justice commitments by 54% over eight years (1,036 vs. projected 2,268 youth) and diverted 1,232 youth through 2012, resulting in $60 million in avoided incarceration costs.

Authorizes Redeploy Illinois agreements in counties with populations exceeding 2,000,000 to cover clearly identifiable geographical subdivisions including police districts, court calendars, municipal districts, or municipalities.
