Urges the Illinois Department of Public Health and Illinois Department of Aging to create educational materials for seniors explaining their rights, warning signs of financial exploitation, and reporting methods.

Directs the 13 Illinois Area Agencies on Aging Ombudsperson programs to partner with long-term care facilities to provide annual educational information and reporting guidance to clients and patients.

Urges the Illinois State Bar Association Elder Law Section to develop legal materials for long-term care facilities and State's Attorneys on identifying and prosecuting financial abuse of elderly citizens.

Urges the Illinois State Medical Society and Illinois Nurses Association to provide educational materials to their members on identifying and reporting suspected financial abuse of elderly Illinoisans.
