Encourages the Department of Public Health, in collaboration with the State Board of Education, to develop and make available guidance for schools on creating comprehensive water quality management plans.

Addresses waterborne hazards including bacteria, toxins, and heavy metals such as lead that may exist in school plumbing and heating/cooling systems.

References School District U-46 (Elgin) closing facilities in response to Legionella detection in cooling systems as a case demonstrating the need for state guidance.

Requires the Department of Public Health and State Board of Education to report to the General Assembly on their progress by December 31, 2017.
