Designates specific patrol officers as community partners and liaisons to become familiar with local residents and work together to prevent and reduce crime

Encourages police departments to establish advisory committees composed of community members and local officials to discuss public safety improvements

Identifies community policing strategies including neighborhood beat officers, regular community meetings, police and community training, efficient use of city services, and technology to target crime hotspots
