Recognizes the Eagle Staff as the first flag of sovereign Native American tribal nations and First Nations, representing tribal accomplishments, integrity, and honor predating colonization.

Acknowledges that the Eagle Staff is adorned with federally protected eagle feathers symbolizing remembrance of fallen warriors and represents the highest award a tribe can bestow upon its people.

Commits Illinois to cooperate with Native American tribes, inter-governmental organizations, veterans organizations, and cultural institutions to promote educational programs about the significance of the Eagle Staff.

Directs Illinois state government departments to incorporate principles of inclusiveness for all Native Americans and the traditions and symbolism of the Eagle Staff into their policies and practices.
