Urges Governor Bruce Rauner, the Department of Commerce and Economic Opportunity, the General Assembly, and the Department of Veterans' Affairs to work together to pay the outstanding balance owed to the National Veterans Art Museum in Chicago

Recognizes the National Veterans Art Museum's piece "Above and Beyond," created by veteran artists Rick Steinbock, Ned Broderick, Joe Fornelli, and Mike Helbing, which contains 58,307 dog tags inscribed with the names of military personnel killed in action during the Vietnam War

States that "Above and Beyond" is the only memorial other than The Wall in Washington, D.C. to list the names of every Vietnam War casualty

Affirms Illinois House support for artistic efforts to bridge the gap between civilian and veteran experiences

Directs that a suitable copy of the resolution be presented to the National Veterans Art Museum Executive Director and the Directors of the Department of Commerce and Economic Opportunity and Department of Veterans' Affairs
