Encourages Illinois State Board of Education, Department of Human Services, Administrative Office of the Courts, and Department of Corrections to educate employees about trauma's impact on child brain development and adverse childhood experiences (ACEs).

Directs state agencies and contractors serving vulnerable children and adults to implement evidence-based interventions proven effective in treating trauma-related disorders, including trauma-focused cognitive behavior therapy.

Recognizes that exposure to abuse, neglect, domestic violence, parental loss, and other serious traumatic events can cause lasting neurobiological changes affecting learning, relationships, employment, and life expectancy by up to 20 years.

Emphasizes that early intervention with supportive relationships can help trauma survivors develop resiliency and recover to function at full capacity in school, work, and family relationships.

Requires distribution of resolution copies to specified state agencies and nonprofit contractors providing services to vulnerable populations.
