Designates July 3, 2017 and July 3, 2018 as Illinois Citizens Re-entry Day to recognize Congressman Danny K. Davis' work on criminal justice reform and ex-offender reintegration.

Acknowledges that approximately 95% of incarcerated individuals will eventually return to their communities but face significant barriers including health problems, housing insecurity, and lack of employment qualifications.

Notes that two-thirds of released persons are rearrested within 3 years and that one-third of correction departments provide no services to released offenders.

References the Second Chance Act of 2007, signed into law on April 9, 2008, which provides grants to state and local governments to promote safe reintegration of offenders into communities.

Directs that copies of the resolution be presented to the Governor, Speaker of the House, President of the Senate, and Congressman Danny K. Davis.
