Urges the Governor to create the "Unsung Heroes State Employee Program" to recognize outstanding state employee efforts on a monthly basis.

Instructs department heads to nominate one employee each month for the program as an alternative to plaques and financial bonuses.

Acknowledges that state employees work under constraints to accomplish their duties and deserve recognition for their contributions to public service.

Emphasizes that front-line employees across all positions, agencies, and salary levels are essential to state government operations and should be recognized as a unified team.

Directs copies of the resolution be delivered to the Governor and all Executive Branch agency directors.
