Directs the Auditor General to conduct a performance audit of the Department of Central Management Services' procurement and administration of a $94 million, 10-year contract with Morneau Shepell Limited for a custom health benefits portal.

Requires the audit to examine whether the November 2015 Request for Proposals had adequate scope and timeframe for competition, particularly given that only one proposal was submitted by the November 30, 2015 deadline.

Mandates review of the rationale for not including a business enterprise goal in the solicitation and for awarding the contract to Morneau Shepell rather than re-issuing the RFP to obtain more competitive bids.

Requires examination of vendor compliance with Performance Standard Guarantees, including accuracy of participant transactions, and whether any administrative fee reductions resulted from performance failures.

Requires the Department of Central Management Services, the vendor, subcontractors, and other relevant entities to cooperate fully with the Auditor General's audit and directs completion of the audit in accordance with the Illinois State Auditing Act.
