Directs state to assess whether advanced technologies can cost-effectively ensure reliable electricity delivery while providing greater capacity and efficiency on schedules needed to meet state public policy objectives.

Promotes consideration of advanced technologies' ability to reduce environmental and visual impacts to communities and lower overall energy delivery costs.

Encourages coordination with regional transmission organizations and grid operators to compare cost-effectiveness and performance of advanced transmission options against other technologies for increasing grid capacity and improving energy efficiency.

Directs delivery of resolution copies to Governor Rauner, Illinois Commerce Commission, Illinois Congressional Delegation, major utility companies, and energy research institutions.
