Expresses support for U.S. Secretary of Energy Rick Perry's September 28, 2017 directive requiring the Federal Energy Regulatory Commission to adopt new pricing rules for baseload generation resources to support electric grid resiliency and reliability.

Supports accurate pricing of baseload generation resources (including those managed by regional transmission organizations and independent system operators) to address concerns about premature retirement of traditional power plants.

Recognizes fuel-secure generation resources with 90 days of fuel supply on site as essential during crises and natural disasters, noting Illinois has abundant supplies of such resources.

Directs delivery of copies of this resolution to the President, Congress, Illinois Congressional Delegation, Secretary of Energy Rick Perry, and the Federal Energy Regulatory Commission.
