Directs the Auditor General to conduct a performance audit of the Department of Central Management Services' automated multiple choice exams used for hiring across 60+ state employee positions.

Requires the audit to assess whether the exams are biased against minority exam takers in either content or results, given historical under-representation of minorities in state hiring.

Mandates the Auditor General compile a detailed report with full summary of findings and recommendations upon completion of the audit.

Requires the Department of Central Management Services to cooperate fully and promptly with the Auditor General during the audit process.

Directs the Auditor General to submit the final report to both the Illinois General Assembly and the Director of Central Management Services.
