Notes that more than 23 million Americans have packages stolen annually, losing an average of $140 per theft, with over 4,000 complaints filed against shipping companies.

Recommends citizens implement additional security measures including Smart Package Lockers, workplace delivery, front door cameras, signature requirements, delivery rescheduling, vacation holds, package guards, and package insurance.

Directs copies of the resolution to be sent to the United States Postal Service, Amazon, FedEx, and UPS.
