Illinois has 2,181 miles of interstate-quality highways (the third-longest among the 50 states) that require significant reinvestment to prevent 40 percent of road mileage and 20 percent of bridges from reaching unacceptable condition by 2020.

The U.S. Department of Transportation and White House launched "Building America's Infrastructure" plan to raise $1.5 trillion in federal, state, local, and private funds for infrastructure investment, with over $200 billion in federal funds available to cooperating states.

The House calls on the Governor and Illinois Department of Transportation to work with the U.S. Department of Transportation to establish state-federal ties and participate in the "Building America's Infrastructure" plan.

Illinois should enact a statewide long-term transportation capital infrastructure reinvestment plan that reallocates state road funds for transportation infrastructure only and adheres to the "Safe Roads" constitutional amendment.

The plan should promote federal, state, local, and private cooperation in raising and utilizing funds for transportation capital investment to ensure Illinois receives its share of available federal funding.
