Urges the President of the United States and Members of Congress to protect net neutrality and open Internet access.

Supports the Federal Communications Commission's February 26, 2015 open Internet rules that impose three requirements: broadband providers cannot block lawful content, cannot impair lawful traffic based on content or service, and cannot favor some traffic over other traffic in exchange for consideration.

Affirms that broadband access is essential for economic competitiveness, quality of life, government services, critical infrastructure management, and equal educational access for all Illinois students.

States that open Internet policies increase broadband deployment and innovation through a market-driven "virtuous cycle" where innovation spurs demand for broadband capacity.

Asserts that elimination of net neutrality protections reduces incentives for providers to increase broadband capacity and increases likelihood of charges to both consumers and content providers.
