Illinois has 2,181 highway miles, ranking third in the nation, but 20% of roads are in poor condition and 31% are over 50 years old; projections estimate 40% of roads and 20% of bridges will be in poor condition by 2020.

President Trump's February 12, 2018 federal infrastructure plan "Building America's Infrastructure" proposes $1.5 trillion in total investment with only $200 billion in federal funding, requiring states and local governments to fund $1.3 trillion (86.7% of the burden).

Urges U.S. Congress not to enact President Trump's infrastructure plan and to develop an alternative plan providing equitable federal assistance to state and local governments for infrastructure funding.

Commits Illinois to develop a system to revamp the state's funding mechanisms for deteriorating infrastructure.
