Congratulates Tom Cavanagh on his retirement as Sangamon County Treasurer following over 30 years of public service.

Recognizes Cavanagh's modernization of the Treasurer's Office, transforming archaic systems to provide online and electronic tax record access to county residents.

Credits Cavanagh with reducing the Treasurer's Office staff by 29 percent while offsetting budget costs through fees and penalties, and lowering the Township's property tax rate by 30 percent.

Acknowledges Cavanagh's leadership in government consolidation, including eliminating redundant Township Collectors and spearheading a Capital Township merger initiative projected to save over half a million dollars and reduce the Township tax levy by 26 percent.

Notes Cavanagh's prior service as Sangamon County Auditor (elected 1996) and his involvement with the Illinois County Treasurer's Association, including serving as President for Zone 2 Treasurers and receiving the Zone 2 Treasurer of the Year award twice.
