• Amends State Officials and Employees Ethics Act to require ethics training include Illinois Procurement Code requirements (Sections 50-39, 50-40, 50-45) for state agencies under Governor's control.

• Increases small purchase thresholds from $10,000 to $100,000 for supplies, services, and construction; and from $30,000 to $100,000 for professional and artistic services in the Illinois Procurement Code.

• Establishes "best value procurement" pilot program through June 30, 2020 for heavy mobile fleet vehicles and off-road construction equipment at higher education institutions and specified state departments, using objective criteria beyond price alone.

• Authorizes chief procurement officers to approve joint purchasing with federal agencies, consortiums, and group purchasing organizations; establishes procedures for sole source and emergency procurements under joint purchase agreements.

• Strengthens prompt payment requirements for state construction contracts by requiring contractors to pay subcontractors within 15 calendar days, imposing 2% monthly interest penalties for non-compliance, and establishing administrative hearing procedures for payment disputes.
