• Allows victims or their representatives (attorneys, accredited representatives, domestic violence/sexual assault providers) to request certifications and requires agencies to make procedures publicly available.

• Clarifies that agency certification does not guarantee federal immigration relief and does not limit how officials describe victim cooperation; final visa eligibility determinations remain exclusively with federal immigration officials.

• Prohibits agencies from disclosing victim immigration status except to comply with federal or state law, legal process, or with victim authorization, and provides immunity from liability for good faith actions.
