SB0050 Summary

• Requires police chiefs and deputy police chiefs to complete annual training including courses on Firearm Owner Identification (FOID) cards, concealed carry laws, and firearms investigations.

• Permits State Police to notify the FBI when a person on the Terrorist Watchlist applies for a FOID card and requires notification to all relevant law enforcement agencies within 3 business days when a firearm purchase is disqualified or a FOID card is revoked.

• Adds grounds for denying or revoking a FOID card for persons charged with making terrorist threats or providing material support for terrorism.

• Prohibits concealed carry licensees from carrying handguns equipped with silencers and criminalizes possession of silencers on handguns except at shooting ranges; makes illegal possession of silencers on other firearms non-compliant with the National Firearms Act.

• Removes the Wildlife Code prohibition on silencers while adding silencer-related offenses to the Criminal Code as Class 3 and Class 4 felonies, effective immediately upon passage.
