Increases maximum length for truck tractor-semitrailer combinations on non-State highways from 55 feet to 65 feet overall dimension, with exemption allowing agencies and units of local government to not widen highways constructed before this law's effective date.

Adds new paragraph (4) to subsection (b) of Section 15-107 establishing maximum kingpin-to-center-axle distance of 42 feet 6 inches for semitrailers longer than 48 feet, with exemption for livestock transport trailers.

Allows truck tractor-semitrailer combinations exceeding 55 feet on Class III and non-designated State highways to comply with maximum 65 feet extreme overall dimension, with same highway infrastructure exemption as above.

Amends Section 9-113.02 of Illinois Highway Code to allow recovery for repair costs of highways, highway structures, and traffic-control devices damaged by trucks exceeding 55 feet, using depreciated replacement cost as measure of liability.

Makes grammatical corrections changing "Stinger steered" to "Stinger-steered" and removing unnecessary commas in vehicle classification language.
