Creates the Horsemen's Council of Illinois Fund as a special fund in the State treasury to receive fees from a new Universal special license plate.

Authorizes the Horsemen's Council of Illinois to issue decals for Universal special license plates with an original issuance fee of $25 ($10 to the Horsemen's Council Fund, $15 to Secretary of State Special License Plate Fund) and renewal fee of $25 ($23 to Horsemen's Council Fund, $2 to Secretary of State Fund).

Establishes the Horsemen's Council of Illinois as an authorized organization to issue decals for Universal special license plates under Section 3-699.14 of the Illinois Vehicle Code.

Allows Universal special license plate fees collected by the Secretary of State to be transferred to the designated special fund and distributed by the Secretary subject to appropriation by the General Assembly.

Amends the State Finance Act to create Section 5.875 establishing the Horsemen's Council of Illinois Fund.
