Defines "secondary vehicle" as a motor vehicle of the first or second division weighing 8,000 pounds or less that is used less than 5,000 miles per registration year.

Allows owners of secondary vehicles to register them with a special designation plate and exempts them from displaying a front license plate.

Requires owners of secondary vehicles to complete an odometer certification at initial registration and annually, certifying the vehicle's actual mileage and confirming usage under 5,000 miles per year.

Modifies Section 3-413 of the Illinois Vehicle Code to exclude secondary vehicles from the requirement to display both front and rear registration plates.

Takes effect immediately upon becoming law.
