Amends Illinois Election Code Sections 10-2 and 10-3 to equalize signature requirements for new political parties and independent candidates with those required for established political parties.

For statewide offices, new political party petitions must meet the same minimum and maximum signature requirements as established parties under Section 7-10, eliminating the previous 1% of voters or 25,000 signature threshold.

For offices in districts or political subdivisions less than the entire state, new political party petitions must meet the same signature requirements as established parties under Sections 7-10 and 8-8 for comparable offices.

Independent candidate nomination papers must have the same minimum and maximum signature requirements as established political parties for the respective office, replacing previous percentage-based thresholds.

Takes effect immediately upon becoming law.
