Beginning July 1, 2017, all newly purchased school buses must be equipped with seat safety belts for each passenger.

The State Board of Education shall adopt rules requiring all passengers on school buses to wear seat safety belts.

School bus drivers cannot be held personally liable for passengers' failure to wear seat safety belts, except in cases of willful or wanton misconduct.

Regulation of seat safety belts on school buses is declared to be exclusively under State jurisdiction, preempting home rule unit powers.

Implementation of this mandate does not require reimbursement by the State under the State Mandates Act.
