Requires all Illinois higher education institutions approved by the Illinois Student Assistance Commission to submit annual 2-page voluntary supplier diversity program reports to the Department of Central Management Services (or to the Illinois Community College Board for public community colleges).

Reports must include point of contact information, certifications accepted for minority/women/veteran-owned businesses, narrative explaining results and tactics, and spending goals and actual spending data on minority business enterprises, women's business enterprises, and veteran-owned businesses.

Public universities must submit reports by November 15, 2018 and annually thereafter; private institutions and public community colleges must submit by November 15, 2019 and annually thereafter (or by November 15, 2018 if electing early reporting option).

Department of Central Management Services shall publish all submitted reports on its website for 5 years and hold an annual higher education supplier diversity workshop each February to discuss reports with institutional representatives and vendors.

Department shall prepare a one-page template for the reports, and submission of reports by public universities satisfies all Business Enterprise Program reporting requirements under state law.
