SB0196 Summary

• Amends the Township Code Section 235-20 to allow townships with populations under 500,000 that receive no state funding for general assistance to make a one-time transfer of monies from the general assistance fund to the general township fund, subject to board approval.

• Requires the general assistance fund to retain either the previous year's expenditure amount or the greater of 0.10% of total equalized property value or 100% of the highest amount levied for general assistance in the prior three fiscal years.

• Prohibits transfers if the township certified a new levy or levy increase during the previous calendar year and prevents transferred monies from counting toward state funding eligibility determinations.

• Allows transfers once every 10 years from the date monies are transferred.

• Grants Gray Township in White County a specific exemption to approve transfers by resolution or ordinance no later than one year after the effective date of this amendatory act, with the same conditions and restrictions as other townships.
