Creates a special instant scratch-off lottery game for the benefit of State police memorials, commencing January 1, 2018 or as soon thereafter as practical.

Net revenue from the State police memorials scratch-off game shall be deposited into the Criminal Justice Information Projects Fund and distributed equally to the Chicago Police Memorial Foundation Fund, the Police Memorial Committee Fund, and the Illinois State Police Memorial Fund.

Distributed funds shall support grants for building and maintaining memorials and parks, annual memorial commemorations, scholarships for children of officers killed or catastrophically injured in the line of duty, and financial assistance to police officers and their families.

Net revenue is defined as total ticket sales minus prizes paid out and Department administrative expenses solely related to the scratch-off game.

Lottery revenue from the new scratch-off game shall supplement, not replace, existing appropriations for criminal justice information projects under the Illinois Criminal Justice Information Act.
