Removes requirement for notaries to sign certificates and affix seals at time of notarial act, and relocates this requirement to Section 6-103 regarding certificates of notarial acts.

Expands notice requirements for non-attorney notaries advertising in non-English languages to include electronic communications, requiring conspicuous disclaimer that they are not attorneys and may not provide legal advice.

Establishes penalties for violations of notice requirements: $1,000 fine for first written violation, suspension for second violation, and permanent revocation for third violation.

Adds requirement at Section 6-103 that notaries officially sign certificates and affix rubber stamp seals in black ink at time of notarial act so information is capable of photographic reproduction.

Modifies Section 6-104 to clarify notaries cannot affix signatures to blank forms of affidavits or certificates of acknowledgment.
