Establishes special U.S. Air Force license plates for Illinois residents meeting Secretary of State eligibility requirements, available for passenger vehicles, light trucks under 8,000 pounds, and recreational vehicles.

Charges a $20 fee for original plate issuance ($15 to Secretary of State Special License Plate Fund, $5 to Octave Chanute Aerospace Heritage Fund) and $20 for each renewal ($2 to Secretary of State fund, $18 to Octave Chanute fund).

Creates the Octave Chanute Aerospace Heritage Fund as a special state treasury fund to provide grants for operational and program expenses of the Chanute Air Museum.

Directs Octave Chanute Aerospace Heritage Fund grants to the Rantoul Historical Society and Museum or any other charitable foundation responsible for the former Chanute Air Museum exhibits and collections.

Allows plates to include the U.S. Air Force emblem and may be issued as vanity or personalized plates, without requirement to display "Land Of Lincoln" designation.
