Prohibits denial of professional licenses solely because an applicant is not a United States citizen.

Allows the Department of Professional Regulation to license noncitizens who have approved Deferred Action for Childhood Arrivals (DACA) status that is current and valid, and who possess a current employment authorization document from U.S. Citizenship and Immigration Services.

Removes the citizenship requirement from the Pharmacy Practice Act, eliminating the requirement that pharmacist applicants be U.S. citizens or legally admitted aliens.

Declares the licensing provisions to be a state law within the meaning of federal immigration law (8 U.S.C. § 1621(d)).

Authorizes the Department to adopt rules necessary to implement the amendments.
