Eliminates tiered penalty structure that previously allowed up to $10,000 for second and subsequent violations, replacing it with a single uniform cap.

Requires non-financial institution terminal operators to post contact numbers for consumer complaints and the Department on their machines.

Authorizes the Commissioner to examine non-financial institution terminal operators only after receiving multiple complaints about their machines.

Maintains requirement that networks file directories of cash-dispensing terminal locations with the Commissioner within 60 days and annually thereafter.
