Clarifies that low-speed electric bicycles are not mopeds or motor-driven cycles under Illinois law.

Authorizes local authorities to regulate the operation of bicycles, low-speed electric bicycles, and low-speed gas bicycles, including registration and licensing requirements with registration fees.

Establishes minimum age requirement of 16 years to operate low-speed gas bicycles and prohibits operation above 20 mph on highways and streets or on sidewalks.

Makes provisions of the Vehicle Code applicable to low-speed gas bicycles, except where specifically modified by the statute.
