Amends the Illinois Educational Labor Relations Act Section 15 concerning unfair labor practice procedures.

Makes a technical change by removing duplicate language ("the") in the section describing how unfair labor practice charges may be filed with the Board.

Maintains existing procedures for filing charges by employers, individuals, or labor organizations and the Board's investigation and hearing process.

Preserves the Board's authority to issue subpoenas, compel testimony, award back pay with 7% annual interest, and petition circuit courts for enforcement of orders.
