State Board of Education authorized to adopt rules for implementing teacher and principal evaluation systems, including methods for measuring student growth and defining "significant factor" for performance ratings.

Model evaluation plan shall include student growth as 50% of performance ratings, with rules controlling for student characteristics (special education, English Language Learners), attendance, and mobility.

School districts with 500,000 or more inhabitants may use annual State assessments as sole measure of student growth for evaluations, notwithstanding other rule provisions.

State Superintendent shall convene Performance Evaluation Advisory Council including teacher union representatives, school district management, and evaluation experts to meet quarterly through June 30, 2021 and advise on implementation.

Rules do not apply prior to implementation date to teachers in schools covered by agreements between school districts operating under Article 34 and their exclusive teacher representatives.
