• Applies new requirements to school districts in municipalities with 1,000,000 or more inhabitants, including providing parents written notification of data collection procedures 10 calendar days before IEP meetings and draft IEPs 5 school days before meetings.

• Requires school districts to notify parents if IEP-determined services are not implemented within 10 school days of team determination.

• Authorizes State Board of Education to create a telephone hotline for complaints about special education services with protections against retaliation for students, parents, and school personnel who file complaints.

• Prohibits school districts from using measures that prevent, delay, or restrict adding services to IEP programs and prohibits removing services from computer systems without IEP team approval.
