SB0510 Summary

• Amends Illinois Vehicle Code Section 11-208.6 to regulate automated traffic law enforcement systems (red light cameras) in specified counties: Cook, DuPage, Kane, Lake, Madison, McHenry, St. Clair, and Will.

• Prohibits municipalities and counties from using automated systems to enforce speed violations, reserving speed enforcement as an exclusive state power.

• Prohibits issuing violations when vehicles come to complete stops without entering the intersection, unless pedestrians or bicyclists are present; exempts motorcyclists when traffic signals malfunction or fail to detect motorcycles.

• Requires municipalities and counties to conduct statistical safety analyses before and after system installation and publish results; if accidents increase within 36 months, additional studies and corrective actions are required.

• Requires the Department to conduct a study of automated traffic law enforcement systems in municipalities with 1,000,000+ inhabitants and file a report to the General Assembly by December 31, 2017.
