Amends the Renewable Energy, Energy Efficiency, and Coal Resources Development Law of 1997 to allocate $2,000,000 annually from the Renewable Energy Resources Trust Fund to provide grants to the Illinois Green Economy Network for education, training in renewable energy and energy efficiency technology, and network operations.

Maintains existing monthly Renewable Energy Resources and Coal Technology Development Assistance Charges on utility accounts: $0.05 for residential electric and gas service, $0.50 for small nonresidential accounts, and $37.50 for large nonresidential accounts (10+ megawatts peak demand or 4,000,000+ therms of gas).

Continues 50-50 split of collected charges between the Renewable Energy Resources Trust Fund and the Coal Technology Development Assistance Fund for carbon capture, coal combustion sequestration research, and coal miner safety.

Requires utilities and alternative retail electric suppliers to remit collected charges to the Department of Revenue by the 20th day of the following month on prescribed forms.

Takes effect upon becoming law with the section scheduled to be repealed on December 31, 2020.
