Expands civil cause of action for victims of sex trade, involuntary servitude, and human trafficking to bring suits in civil court.

Allows legal guardians, agents, court appointees, and organizations representing victims to bring civil actions on behalf of victims with express written consent.

Establishes that victims of involuntary servitude or human trafficking can sue any person or entity who knowingly subjects them to these crimes or conspires to do so.

Protects providers of goods or services to the general public from liability unless they knowingly market primarily to traffickers, receive higher compensation from them, or supervise/control them.

Sets standard of proof in trafficking civil actions at preponderance of the evidence.
